The eligibility of Italian securities under the ECB's TPI "is a key driver of its BBB+/Stable credit rating," Scope said. It will review its rating of Italy's debt on Dec. 1. More specifically, countries must respect the EU's economic prescriptions, have a sustainable public debt, and not show any macroeconomic imbalances. RATING AGENCIES' TESTBefore Scope assesses Italy's rating in December, the country faces scrutiny from several larger agencies. From mid-October to mid-November, S&P Global, DBRS, Fitch and Moody's all have the euro zone's third largest economy up for review in what analysts say will be key tests for the stability of Italian bond yields.

LONDON (AP) — Scottish authorities have signed an extradition order for an American fugitive accused of faking his own death to avoid a rape charge in Utah. In response to a freedom of information request, the Scottish government on Thursday said an extradition order for the man local officials refer to as Nicholas Rossi had been signed on Sept. 28. MILAN, Oct 2 (Reuters) - Italy will launch its second BTP Valore bond reserved for retail investors on Monday as it seeks to boost domestic holdings of its debt. The Treasury attracted more than 18 billion euros in June for its debut "BTP Valore" issue, setting a fresh record for Italian retail bonds. According to several market sources, the new 5-year note -offering a 0.5% loyalty bonus - will attract orders worth around 10 billion euros ($10.56 billion). On Friday, the Italian 5-yr BTP bond yield stood at around 4.2% . Last month, Belgium raised a record 21.9 billion euros with a similar issue designed to compete with bank deposits.

In its issuance programme for the fourth quarter released late on Friday the Treasury raised its estimate for gross debt issuance this year to 333 billion euros ($351.95 billion). That compared with its forecast of 310-320 billion euros made at the start of the year. Germany reduced its needs in the fourth quarter by 31 billion euros ($32.59 billion). The Treasury has so far covered around 80% of its 2023 gross funding needs, it estimated on Friday. For the fourth quarter, the Treasury estimated gross issuance of medium and long-term bonds at around 60 billion euros, with issuance net of redemptions seen at a negative 12 billion euros over the same period.

The Treasury will issue new economic targets on Wednesday providing the framework for a budget in which Meloni will attempt to keep her tax-cutting promises while also lowering the fiscal deficit. "This budget is Meloni's first real economic test since she came to power last October," said Tim Jones, euro zone analyst for market consultancy firm Medley Advisors. Meloni has much less room for manoeuvre than when she hiked deficit targets in her first budget a year ago. Episodes targeting airlines and investors in Italy's 307- billion-euro ($326.74 billion) bad loan market have followed a similar pattern. Meloni subsequently said no measures were planned regarding non-performing loans, but her party's proposal is still before parliament and uncertainty persists.

CNN —A Scottish court ruled Wednesday that a rape suspect who has been accused of faking his own death can be extradited to the US to face charges, according to UK news agency PA Media. On Wednesday, Sheriff Norman McFadyen told Edinburgh Sheriff Court that Rossi’s extradition “would be compatible with the Convention rights within the meaning of the Human Rights Act 1998,” PA Media reported. McFadyen told the court that he will next send Rossi’s case to Scottish ministers “for their decision whether he is to be extradited,” according to PA Media. Rossi’s lawyer Mungo Bovey had asserted in his closing speech that Rossi’s extradition to the US would serve as a “flagrant breach” of his human rights. Public prosecutor Alan Cameron countered this claim, telling the court there was no evidence that Rossi suffered any conditions that would hinder his extradition, according to PA Media.

Nicholas Rossi, a convicted sex offender who faked his own death and later surfaced in Glasgow, can be extradited to the United States from Scotland to face sexual assault charges in Utah, a court ruled on Wednesday. Mr. Rossi, 36, traveled from the United States to Ireland or Britain in 2017, leaving behind allegations of rape and domestic violence, according to the decision by Sheriff Norman McFadyen in Edinburgh Sheriff Court. Mr. Rossi has used several aliases over the years, including Nicholas Alahverdian, the name he was using when he faked his death in Rhode Island in 2020. He identified himself as Arthur Knight, an Irishman who had never been to the United States, during court hearings in Scotland after his arrest there in December 2021. Sheriff McFadyen said in his 21-page decision that the evidence Mr. Rossi provided about himself in his defense could not be trusted unless it was independently supported.

Aston Martin Wants to Win and to Sell Cars, Too

Auto racing has helped sell products from Budweiser to Viagra, motor oil to Martini & Rossi, and seemingly every gasoline and cigarette brand. Now, with Formula 1 making huge inroads in the United States — supercharged by the hit Netflix documentary series “Drive to Survive” — we’ll see if it can sell Aston Martins. A “Drive to Survive” camera crew trailed behind Stroll, whose son, Lance, drives one of the team’s cars that are punching above their weight. The next trick for his father is to reverse the brand’s serially shaky fortunes and get out of Ferrari’s shadow with wealthy buyers. Outside the fancy showroom, framed by one of the largest plate-glass windows in New York City, passers-by wear out smartphones taking photos of a Valkyrie AMR Pro inside, a goblin-green alien at rest.

In recent weeks, Ms. Meloni spearheaded a European Union deal with Tunisia, whose authoritarian regime promotes the great replacement conspiracy theory, to curb migration in exchange for financial support. The new director general, Giampaolo Rossi, is a pro-Meloni hard-liner who previously distinguished himself as an organizer of an annual Brothers of Italy festival. Burying the antifascist legacy of the wartime Resistance matters deeply to the Brothers of Italy, a party rooted in its fascist forefathers’ great defeat in 1945. No matter its novelty, Ms. Meloni’s administration has every chance of imposing enduring changes in the political order. Instead, in galvanizing the political right behind a resentful identity politics, it risks becoming something else entirely: Europe’s future.

"It's all about containing those kinds of capabilities from the north," retired U.S. Major General Gordon B. Davis Jr. told Reuters. "With five submarines we can close the Baltic Sea," Linden told Reuters. The region from the Baltic in the south to the high north may become almost an integrated operating area for NATO. It was first shipped from Germany across the Baltic Sea, then trucked nearly 900 km to the north. "It would make it very difficult for the Russian Baltic Sea fleet to operate in a free way," he said.

The stronger-than-expected profit and inventory position helped investors digest a weaker margin of 8.2% for the second quarter, down from 9.2% a year earlier.
